Job Description
General Summary

Directs and coordinates all emergency response research, preparedness, planning and training activities for UMMC on the Downtown and Midtown Campuses including Ambulatory Clinics. Provides operational support and leadership to hospital leadership during emergency situations. Develops and grows both internal and external agency relationships to support the emergency management program.


Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1. Develops and advocates the strategic vision for the hospital’s emergency management program.

2. Manages the UMMC Joint Commission and Centers for Medicare and Medicaid preparation activities for Emergency Management including compliance with all standards within the Emergency Management Chapter.

  • Conducts an annual assessment of all Joint Commission and Centers for Medicare and Medicaid Services emergency management standards to ensure compliance and submits findings with corrective action plans to Senior Leadership.
  • Represents UMMC as the Lead for Emergency Management
  • Reviews findings from accreditation surveys, develops and implements corrective actions plans.
  • Monitors accreditation agencies for changes in standards and addresses changes

3.Emergency Response Strategic Planning and Implementation: with input from a variety of parties develop plans and programs to ensure UMMC is properly prepared to respond to foreseeable emergencies.

  • Conducts hazard vulnerability assessments to develop improvement priorities. Seeks inputs from a variety of sources to validate the HVA and other analyses.
  • Identifies possible hazard mitigation opportunities. Develops recommendations for senior management consideration.
  • Develops and/or modifies existing emergency response plans, protocols, checklists and procedures.
  • Leads UMMC’s Hospital Incident Command System (HICS) program and serves in the command center when initiated to support the executive team.
  • Conducts emergency response training for a variety of audiences to meet multiple functional area needs.
  • Develops and supports the UMMC patient decontamination program.
  • Supports business continuity planning efforts.

4. Program and Project Management: Performs project management and provides project support and documentation, including:

  • Proposes and develops projects to support emergency management needs.
  • Using project management principles, develops scopes, budgets, tasking, milestones and documentation as required to meet operational objectives.
  • Manages and tracks assigned projects.
  • Develops project status briefings and updates.
  • Provide leadership to the hospital’s emergency management committee.

5.National Incident Management System (NIMS) Coordinator:

  • Ensures compliance with all applicable NIMS elements.
  • Conducts NIMS related training.
  • Maintains NIMS status and reports on NIMS compliance.

6. Exercise Program Management: Develops and implements realistic exercise scenarios to train UMMC and community-based exercise participants.

7. Manage, implement, and evaluate the Hospital Preparedness Program grant program to include identification of desirable purchases, submission of applications and routine reports, and inventory tracking.

8. External Agency Coordination and Liaison: Represents UMMC interests, participates in regional planning, and serves as the UMMC liaison to external agencies. This includes but is not limited to Baltimore City, Maryland Institute of Emergency Medical Services System (MIEMSS), Maryland Emergency Management Agency (MEMA), Maryland Department of Health (MDH), University of Maryland Medical System, Maryland Hospital Association, and National Disaster Medical System (NDMS). Coordinates with Local, state, and federal emergency planners to coordinate UMMC plans.

  • Oversees and manages full time emergency management staff Establishes clear and concise standards of productivity (work procedures and expectations) and enforces same.
  • Interviews, hires, orients and provides an open and goal-oriented work environment with established clear and concise work procedures and productivity standards.
  • Reviews employee performance, conducts annual evaluations, recommends promotion and salary adjustments
  • Provides for ongoing technical training and development of staff.
  • Manages employees’ Kronos timesheets.
  • Manages Emergency Management budget for staffing and supplies.

9. Provides support as needed to the safety and environmental health program.

10. Leads a team of Emergency Management professionals to help ensure Hospital Preparedness Program, National Incident Management, and Emergency Response programs are communicated, implemented and practiced to ensure the safety of facility patients and personnel.

11. Facilitates and collaborates with other leaders with interdepartmental exercises and projects and presents results and recommendations to the executive team.

12. Collaborates with and represents UMMC to the UMMS Emergency Management program and other System Member Organization Emergency Managers to support a coordinated System approach to Emergency Management


Education and Experience

  • Bachelor’s degree from an accredited college or university in Emergency Management, Disaster Management, Public Health, Public or Business Administration, Law Enforcement or a related discipline required, Master’s degree preferred.
  • Minimum 8 years’ experience in hospital-based emergency response planning and exercise development and execution is required or military or civil emergency response experience may be considered in lieu of hospital experience.
  • Experience in a health care setting, should include the following:Minimum 2 years of experience with Hospital Incident Command System implementation during emergencies and incidents;
  • Minimum 2 years of experience with exercise development using Homeland Security Exercise and Evaluation Program framework;
  • Minimum 2 years of experience working with external emergency management authorities and coalitions;
  • Minimum 2 years of experience as a trainer on incident command system and emergency preparedness principles;
  • Minimum 2 years of experience working on Joint Commission and CMS emergency management and environment regulations.
  • Minimum 2 years of experience with grant applications and management preferred.
  • Minimum two years of supervisory experience required.
  • Relevant certifications in related field (e.g., CEM, CHSP, CHEP) preferred.


Knowledge, Skills and Abilities

  • Ability to work with Department of Defense partners and implementing the National Disaster Medical System (NDMS) and the National Response Framework.
  • Ability to develop effective working relationships and maintains clear communication with other team members.
  • Ability to manage internal, external, commercial and federal partner relationships effectively to coordinate and execute disaster training and exercises.
  • Experience applying performance improvement principles (e.g., lean, six sigma, etc.)
  • Ability to develop, manage and grow effective internal, external, commercial and federal partner relationships.
  • Ability to interpret and evaluate complex situations via strong analytical skills and exercise good judgment in making decisions.
  • Detailed oriented and a strong team player. Flexible and able to adapt to rapidly changing situations.
  • Highly effective verbal and written communication skills are required to work successfully with a diverse group of staff at all levels within the organization and external partners.
  • Experience developing and deploying policies and procedures.
