SUMMARY: The Director of Emergency Management & Safety (OEMS Director) is responsible for dealing with all humanitarian aspects of emergency preparedness, response, and recovery in order to reduce the harmful effects of hazards, which include and not limited to, floods, pandemics, extreme weather events, power outages, etc. The OEMS Director will work cooperatively and in collaboration with the established SRMT management team, incident response teams, external agencies, and officials. The OEMS Director is also responsible for developing preparedness and emergency response plans, budgets, and grant management; and supervising the OEMS safety, security/surveillance, preparedness, and emergency response staff.



  • Responsible for managing the Office of Emergency Management and Safety by maintaining operational budgets and strategic plans.
  • Responsible for oversight and management of the OEMS safety, security/surveillance, preparedness, and emergency response staff.
  • Ensures the development and maintenance of standard operating procedures and protocols in emergency management in terms of mitigation, preparedness, response, and recovery. The policies and procedures must be measurable and tested to ensure effectiveness for preparedness.
  • Ensures emergency response plans are complete for events such as floods, power outages, ice storms, community events, etc. for the safety and betterment of the community.
  • Ensure the SRMT Continuity of Operations Plans (COOP) and other emergency response plans are developed and up-to-date for all essential and non-essential program services.
  • Maintains a central repository of Emergency Management and Disaster Preparedness and Response Plans, MOU/MOAs with external agencies or facilities, and SRMT Continuity of Operations Plans (COOPs).
  • Represent the SRMT and develop a working relationship with Franklin and St. Lawrence County Emergency Management Services, New York State Emergency Management Office, FEMA Tribal Liaison.
  • Leads the Emergency Operations Center and response teams when required.
  • Leads in the development, maintenance, and exercises for the Saint Regis Mohawk Tribe/Akwesasne Joint Emergency Operations Plans.
  • Serves as an Incident Commander when required.
  • Coordinates services for community members in crisis and provide contact information for additional services in various crisis situations.
  • Identify and acquire the necessary tools, equipment, and software to ensure the highest level of readiness.
  • Ensures proper contacts, facilities, and agreements are updated and in place.
  • Ensures the safety and security standards are maintained through the appropriate staff, training, policies, and procedures.
  • Ensures administrative support is provided to the Safety Committee via OEMS Program Assistant.
  • Submit detailed monthly and annual reports on the activities and progress of the OEMS.
  • Submit severe weather warnings and public safety issues to the Executive Director to make recommendations on the determinations of SRMT closures.
  • Participate in New Employee Orientation, to inform and educate all Directors, Managers, Supervisors, and employees on the NIMS-compliant requirement.
  • Disseminate information on emergency preparedness for the elderly, families, and business owners.
  • Maintains essential personnel contact information for a disaster situation
  • Prepare the annual OEMS budget.
  • Provide training for SRMT Division Directors, Managers, and Supervisors in Emergency Management.
  • Responsible for writing grants and proposals for additional funds to support the OEMS and its objectives.
  • Responsible for the SRMT and the OEMS’ adherence to grant funding.
  • Establish Memorandums of Agreements with local vendors for lodging, food services, American Red Cross, and other necessary vendors.
  • Ensures inventory of all OEMS equipment is updated and reviewed quarterly; and ensures equipment is in working order prior to the change in seasons each year.
  • Able to maintain composure and handle extremely stressful crisis situations calmly, reassuringly, and efficiently.

SUPERVISORY RESPONSIBILITIES: Supervise Program Assistant, Safety Manager, Security/Surveillance Supervisor; and other employees/volunteers when required in an emergency or community emergency response team event.

EDUCATION and/or EXPERIENCE: Emergency Response Certification or Associate’s degree in a related field required, Bachelor’s or Master’s Degree preferred. Experience in emergency response/management/preparedness. Proficient in computer applications, including Microsoft Word, Excel, PowerPoint, and Outlook. Certified Emergency Manager (CEM) or Associates Emergency Manager (AEM) certification is preferred.


OTHER SKILLS and ABILITIES: Multitask effectively and demonstrate responsiveness to constituents, subordinates, peers, and superiors. Demonstrate openness and responsiveness to new ideas and change and is able to influence others in a positive manner. Integrate and apply the concepts of comprehensive emergency management in terms of mitigation, preparedness, response, and recovery. Identify strengths and weaknesses in existing emergency management programs and recommends solutions. Create effective emergency plans and procedures; identify areas for improvement based on accepted standards and best practices. Identify and analyze the effects of natural and man-made hazards that may potentially threaten the campus environment. Observe, compare, and monitor data included in management reports to determine compliance with standard operating procedures and protocols. Secure technical and financial assistance available through state and federal programs and grants. Develop and maintain working relationships and coordination with private, local, state, and federal officials. Gather pertinent facts, make thorough analyses, and arrive at sound conclusions. Create concise and practical written emergency response and disaster preparation plans. Create and execute effective emergency response training programs and drills.

KNOWLEDGE PREFERRED: Standards and practices of local, state, and federal rules and guidelines for disaster preparedness planning, strategies, and techniques. Research techniques, methods, and procedures. The principles, methods, and practices of NFPA 1600, ICS, and NIMS. Department of Homeland Security Exercise and Evaluation Program (HSEEP). Public Health (communicable disease, etc.). continuity of Operations, Hazard Vulnerability Assessment and Hazard Mitigation Plans. Mass evacuation, sheltering in place, relocation, and reunification. Crisis communications.

Possession of a valid State Driver’s License in accordance with Fleet Policy.
