Emergency Management Coordinator

Plans, develops and implements emergency preparedness/disaster response processes and procedures. Provides necessary project management and support for all emergency preparedness sub-committee and workgroup agenda items, networks with all Community Group Practices (CGP), Dartmouth-Hitchcock Medical Center (DHMC), all system members of Dartmouth Hitchcock Health (D-HH) and with community partners to coordinate preparedness efforts. Maintains an awareness of the responsibilities and support needs of clinical providers and represents patient safety in all forums. Helps to coordinate actual events (fire, weather, outages, damaged utilities, etc.) and is proactive in the planning of response to potential situations that may threaten hospitals’ vital services. Must be available 24/7 to consult on Emergency Management and Incident Command issues and respond by phone within a reasonable amount of time to include after-hours inquires for DHMC and all of D-HH. Responsible to carry a pager and be available within an hour and a half driving distance of DHMC to respond in person if needed based on a call schedule.
- During an established emergency, assists in the coordination of the Incident Command Systems (ICS) teams, including D-HH’s and DHMC’s response and system-wide integration between all D-HH facilities. Helps to facilitate the local and system ICS and D-HH Emergency Operations Centers teams’ mutual cooperation between numerous, state, and local public emergency entities.
- Assists the highest levels of leadership of DHMC and D-HH set objectives, stabilize, plan, strategize and recovery from various emergencies and situations that suddenly and unexpectedly arise and interrupt business and demand quick action to return a vital service, full hospital or D-HH system operations
- Provides after business hour guidance and leadership to solve rapidly emerging and unique hazards to the hospital environment or a vital service interruption within D-HH. Establishes just in time workflows and plans to mitigate risks and help preserve a safe environment of care, overall hospital service continuation until regular business and department staff can establish long term plans
- Assesses the programmatic needs as well as the needs of our patients and staff in any planned potentially hazardous situations (planned outages of various types, wide-scale equipment upgrades, critical supply or medication shortage planning, etc.) and coordinates various D-HH Emergency Operations Centers and Task Forces during these events.
- Have or develops a basic understanding of vital hospital operations and have or develops effective relationships with leadership in DHMC and within D-HH to effectively understand the interplay of vital systems and mitigate the effects of an emergency, both planned and unplanned, on the hospitals’ and systems to ensure essential services are sustained.
- In collaboration with the Emergency Management Committee and leadership, supports, designs, develops, coordinates, and implements Hospital-wide and site-specific training regarding Emergency Operations Plan and all Incident Specific Plans therein.
- Ensures and oversees the development of Hospital-wide Emergency Preparedness Drills per year at the DHMC campus and required exercises at each associated Hospital-Based Ambulatory Services (HBAS) and Community Group locations. Exercises will incorporate local, regional, and state partners where appropriate and possible. Actions shall include the collection and consolidation of all drill findings and preparation of a corrective action plan and metric.
- Helps obtain and manage state and federal grants and funds necessary to obtain emergency management equipment and to support emergency preparedness efforts.
- Investigates, researches and makes recommendations regarding best practices with respect to emergency preparedness. Tracks corrective actions that arise from drills, exercises, and actual events. Identifies systems and operational problems, proposes solutions, and works to build consensus.
- Attends hospital committee and workgroup meetings as appropriate, to serve as a representative and contact point for emergency management and preparedness. Provides project management support for committees responsible for developing specific needs associated with various emergency scenarios/conditions involving external events (trauma, bio-terrorism, chemical, radiological, and nuclear) and internal events (e.g., facilities damage, hazardous waste spills, staffing shortages).
- Participates with internal and external task forces, specialty teams, committees, and agencies regarding emergency preparedness, including those at the Hospital, local regional, and state levels. Helps support the development and management of D-HH specialized disaster response teams.
- Assumes responsibility for ensuring that all Joint Commission guidelines and elements of performance for Emergency Management standards are communicated and tracks compliance to ensure that standards are met. Assists leadership in the design, coordination, and implementation of emergency preparedness plans, procedures, and training (for internal and external events).
- Supports the implementation and on-going education of the Hospital Incident Command System (HICS) throughout the organization.
- Supports and tracks the implementation of the National Incident Management System (NIMS) standards as required for New Hampshire hospitals.
- Develops an annual report on the emergency preparedness efforts, and may present the annual report and program critiques to the Emergency Management Committee, the Environment of Care Committee, the Quality Committee and other Dartmouth-Hitchcock committees as appropriate.
- Provides oversight of the inventory of D-HH emergency equipment stores to ensure constant readiness and proper function.
- Performs other duties as required or assigned.
- Bachelor’s degree with 2 years of experience working with disaster planning, emergency management or emergency preparedness or the equivalent required.
- Master’s degree preferred.
- Training or experience in project management required.
- Prior training, certification, and experience in the following areas strongly preferred: emergency planning and management, emergency department, emergency medical services, and/or fire services, risk management, and hazardous materials management.
- Excellent written and verbal communication skills required.
- Strong leadership and consensus-building skills with operational problem-solving and decision-making experience desired.
- Must work well in a team environment.
- Knowledge of Microsoft Office.
Valid driver’s license with a clean driving record required in accordance with D-H’s Driver Disqualifications Guidelines.
